The scans originally showed up on eBay. The title reads "Idiot Savant - Billie Joe Armstrong's Unlikely Second Act". 'Out' is a popular gay fashion/entertainment/lifestyle magazine - maybe he's that fashionable? Based on the title, my guess is he's talking about the musical.

We're still waiting for the details from Out magazine, and we'll pass along info (when it goes on sales, what it contains) when we get it.
