Fan interpretation: The narrator has upset his lover. They're giving him the silent treatment. He doesn't really understand why – or he's pretending he doesn't understand when in reality, he does – but he's promising it'll be the last time in desperation to keep his lover. It's like a prequel to the following songs about lost love.
